Universal Avionics Systems
Join fellow IBAA members in a presentation about the evolution of the Wide Area Augmentation System (WAAS), and how it will impact business aviation in the future. The FAA has indicated an aggressive transition to space & performance based navigation. WAAS is one of the first steps toward performance based navigation, and provides numerous benefits to the aviation community ranging from en-route Primary Means of Navigation to WAAS enabled approach procedures. Space-based Localizer Performance with Vertical Guidance (LPV) approach procedures will soon exceed the number of ILS approaches in the National Airspace System. Idaho currently has 12 of these LPV procedures with 10 more under development from which IBAA members can derive benefit.
Tom Salat, Program Manager, Vertical Flight & Business Aviation WAAS Implementation, will come from the FAA Washington DC National office. He will join Paul De Herrera, Chief Operating Officer of Universal Avionics Systems, to provide a briefing on the WAAS infrastructure, the airborne equipment requirements, LPV (Localizer Performance with Vertical) approaches, and the overall benefits WAAS provides.

Tom Salat’s aviation career began as a U.S. Army Med-Evac helicopter pilot followed by a 25 year career in corporate aviation in New York City. He holds an Airline Transport Certificate, rated in both airplanes and helicopters with over 10,000 accident free hours. He was an active member of both the National Business Aircraft Association and Helicopter Association International serving as Chairman of the Flight Operations Committee. He had also served a 10 year term on the FAA Administrators Air Traffic Procedures Advisory Committee and on many Aviation Rulemaking Advisory Committees. His previous FAA positions were as an air traffic controller at LaGuardia Tower and the New York Tracon. He now serves the Satellite Navigation Program Office where he is managing programs relating to air carrier, business aviation and rotorcraft WAAS integration into the National Airspace System.
Paul DeHerrera has over 25 years in the avionics industry, and currently serves as the Chief Operating Officer for Universal Avionics in Tucson, AZ. He holds a BS in Electronic Engineering Technology and a Masters in Business Administration, and has served many years on the Board of Directors with the Aircraft Electronics Association (AEA). Prior to joining Universal in 1994, he held several positions with AMR Combs, including Vice President of Maintenance and Avionics. He joined Universal Avionics in 1994, and has served as Vice President of Marketing Support before his most recent position as Chief Operating Officer. Universal Avionics is a major avionics equipment manufacturer for business jet equipment such as flight management systems, flat panel displays and synthetic vision equipment. Paul is a licensed pilot, and holds an Airframe and Powerplant License.
